What Is HCS?
The Home and Community-based Services (HCS) program is a Texas Medicaid waiver program that helps eligible individuals with intellectual and developmental disabilities receive support in their communities.
The program is designed to help individuals build daily living skills, participate in their communities, and receive support based on their individual needs and goals. Depending on eligibility and the services authorized in their plan, individuals may receive support at home, in a residential setting, or through other community-based services.
HCS services are intended to work alongside other available resources, including family support and community programs.
Who May Qualify for HCS?
HCS is for individuals who meet the program's eligibility requirements. These generally include:

Has an IQ of 69 or below or has an approved related condition with an IQ of 75 or below.
Has mild to severe deficits in adaptive behavior.

Does Applying Mean My Loved One Will Receive HCS Services?
Not necessarily. The Texas Home and Community-based Services (HCS) program has specific eligibility and enrollment requirements, and there are several steps families may need to complete before services can begin.
First, an individual must meet the program's eligibility requirements. Individuals may also need to be added to the HCS interest list and wait for an enrollment opportunity. Being on the interest list does not mean a person is already enrolled in HCS or guaranteed a specific date to begin receiving services.
When an enrollment opportunity becomes available, additional steps must be completed before the individual can begin receiving authorized HCS services.
We understand that navigating this process can feel overwhelming for families. Learning about the steps involved can help you understand what to expect and make more informed decisions about your loved one's support.
Don't Let the Waitlist Stop You from Taking the First Step
More than 100,000 Texans are waiting for access to HCS and other Medicaid waiver services. While the wait can feel overwhelming, don't let it discourage you from exploring the HCS program for your loved one.
Getting on the HCS interest list is an important first step toward future services. Contact your local LIDDA to learn how to join the interest list, understand the process, and explore available support options while you wait.
Your loved one deserves support, opportunity, and a future filled with possibilities. Start taking those steps today.
